Board staff said the changes formalize practices already added to the login page and emphasize two categories of conduct the policy will now cite by name: intentionally accessing or transmitting blocked material and unauthorized disclosure, use or dissemination of another person’s personal information. Daniel Mauchley, who described the edits, said the additions were intended to be concise while calling out "those things that are worth mentioning" from the federal guidance.
The board discussed minor wording changes and approved the policy after a motion was moved and seconded; the minutes record the vote as "All in favor? Aye." The transcript does not include a roll-call tally of individual member votes.
Board members said the update is largely clarifying language rather than a substantive expansion of prohibitions. "We didn't make any changes from when we reviewed it two months ago," Mauchley said, adding that the main addition appears in the policy's second paragraph to reflect CIPA-related items.
The policy will be posted and applied at Duchesne County Library locations; staff said they have already implemented the login-page language while formalizing it in the written policy. The board did not schedule further edits at this meeting.
The action is part of the board's regular governance work and follows recent training reminders about open-meetings rules discussed earlier in the session.
