Eric presented redline versions of a countywide whistleblower policy, a related resolution and the county personnel policy, and walked the board through two key edits: changing the definition of “official” to include elected and appointed persons, and clarifying who is responsible for corrective actions depending on whether the subject reports to an elected official, department head or the county executive.
Board members asked for clearer wording to indicate precisely when the county executive handles corrective action versus when an elected official or department head is responsible. Eric agreed to locate the authoritative document and update the draft so that responsibilities are explicit by position and circumstance rather than duplicative.
The personnel manual and whistleblower policy otherwise remain consistent with prior versions, with edits to clarify retaliation protections, who supervises a reporting employee during an investigation, and minor language adjustments in the procedure manual. Eric said the redlines will be forwarded to the county attorneys for review and further revision before returning to the board.
Members also noted there are a small number of outstanding coordination items (for example, where HR responsibilities overlap with an elected official’s authority) that will be resolved through wording changes and attorney review. No formal adoption occurred; staff will return a revised draft at a future meeting.
