Wes presented a debt-management policy draft intended to accompany the county budget and asked council members for feedback ahead of adoption.
Wes said the policy "follows Utah code" (titles 11 and 17) and is designed to limit debt issuance to appropriate capital and infrastructure uses rather than ongoing operating expenses. The draft lays out permissible instruments โ general obligation bonds, revenue bonds, lease revenue obligations and tax anticipation notes โ and explains interfund advances as short-term loans when repayment is expected within roughly 90 days; loans that extend beyond the fiscal year may require a formal interfund note and council approval.
Members asked for clarification about thresholds and how the draft interacts with existing county ordinances that require council approval for interfund transfers above specified amounts. Wes said short-term advances are treated differently from permanent transfers and that, although the county should plan with proper reserves, the policy provides a mechanism to respond to rare "black swan" events.
Wes asked members to review the draft over the next one to two weeks and to coordinate with department heads on policies such as purchasing that will interact with the budget.
