County staff, engineers to prepare CIB reimbursement paperwork for clinic project

County officials discussed the steps required to secure reimbursement from the Community Impact Board for a clinic project and who will prepare the paperwork.

S1, an unidentified speaker, said the county "just have to fill out a reimbursement form for the one that's already been turned in. And, then we'd send that to CIB, and then they'll they'll reimburse us back." S1 added that CIB may initiate a bonding process after the first reimbursement is submitted and recommended consulting Eric Johnson for next steps.

S4 said engineering firms typically compile the required documentation and submit it on the county's behalf and that local signatures are still required: "usually, the engineering company will pull all that information and send it to [CIB]." S4 added she would check with the engineer to ensure Brianna Knight is included for signing.

Why it matters: How the county prepares and submits reimbursement requests affects cash flow for ongoing projects. Several participants noted the MBA account has no fund balance to carry expenses until reimbursements arrive, while fund 28 may temporarily cover some payments.

S4 summarized the fund‑balance constraint plainly: "The MBA does not" have a fund balance. Board members said that, where possible, clinic expenses will be moved into the project and later reimbursed to the rural hospital tax fund.

Next steps: S4 will coordinate with the engineering firm and staff to ensure forms and signatures are prepared and filed with CIB; the board will monitor reimbursements and adjust budgets as necessary.
