Several commissioners cautioned about reallocating money that had already been committed to other county priorities, saying a reallocation would require clear public record and justification.
One staff member summarized the timing urgency: “We have to obligate by December 17 now,” and said the application would be presented as a standalone agenda item at the next commission meeting for formal consideration. Commissioners also discussed the practical likelihood that some projects (for example the EOC) could end the year under budget and therefore provide room for the request without cutting core services.
The committee did not approve the request at the Nov. 18 meeting; staff will circulate the application in the agenda for the next commission meeting and seek commissioner interest ahead of any obligation letter.
Next steps: staff to publish the Sloughford/Layton application as a standalone agenda item, identify potential reallocation options and impacts, and report back before Dec. 17 if commissioners wish to obligate funds.
