Staff warned that while future commissary revenues or profits could be used to offset medical services, current fund balances would be drawn down and an additional transfer of around $3,500,000 may be necessary next year unless other sources are identified. Commissioner Speaker 3 and others asked whether the memo should refer to "revenues" rather than "profits" and requested clarification that the contract includes protections against large, unexpected inflationary cost increases.
Speaker 2 said the contract language and the ability to run subsequent competitive solicitations (RFPs) provide market pressure. No formal action or vote occurred; staff said they would refine language, confirm contract terms and return with clearer figures and options for commissioners to consider.
