County staff outline housing, HUD grant applications and homeownership program timing

County economic development staff briefed the Budget Committee on housing programs, grant applications and internal staffing implications.
Chanel (economic development) said Davis County returned to CDBG entitlement status in July, created a housing rehabilitation program in partnership with Habitat for Humanity, and organized a home consortium to administer future funds. She told the committee the department is applying for two major HUD-related opportunities: a Continuum of Care (CoC) competitive grant — described in the briefing as potentially up to $10 million for permanent supportive housing — and a HUD program targeted at senior-specific rehabilitation with awards up to $2 million.
Chanel said the county expects $750,000 for a home program that will become available in July 2025 and that the department will run applications, a review committee and public notices for projects and service providers. The county has also allocated $200,000 from CDBG to continue annual homeownership assistance while the new program ramps up.
Staff cautioned the committee about an administration funding horizon: current HOME and homeownership funds and administrative set-asides will be strained over the coming years, and the county may face a shortfall for the program administration position by about 2027 unless alternate funding sources are identified.
Committee members discussed cross-training staff across HUD programs (CDBG, HOME, SSBG) to increase flexibility, the mechanics of allowing refinances under the homeownership assistance program (subordination rules to prevent equity extraction) and the importance of keeping CRA set-aside dollars spent within Davis County through interlocal agreements.
