Chris Bohm, an HR staff member, briefed the Budget Committee on benefits enrollment adjustments, data clean‑ups and position requests.
On benefits, he said the county adjusted HSA contributions to equal half of the new minimum high‑deductible plan floor. "The total cost of making that move is $18,009.75," he said, and staff concluded the change and a lower‑than‑expected medical premium adjustment (8.2% average, budgeted at 8.3%) largely offset each other for budgeting purposes.
On personnel benchmarking, Chris said TechNet had included outdated court‑clerk entries that inflated benchmarking totals; after corrections he reported a revised benchmarking total across all funds of $329,007.92 and said corrected slides would be distributed.
New position requests and NPR process Chris also reported an off‑list discussion regarding a proposed video technician for the county attorney's office. The job is not yet on the NPR (new position request) list; staff estimated the cost at $79,004.60 and said the position will be addressed when the county attorney (Troy) is present to discuss details.
What this means The HR shifts described change near‑term budget pressure only modestly according to staff: the HSA move added a roughly $18,000 cost but was offset in the projection by a slightly lower medical premium increase; the benchmarking correction reduced a previously overstated personnel pressure. The proposed attorney‑office video technician remains a pending, budgeted‑as‑not‑projected item until formally added to NPR materials.
Next steps Staff will circulate the corrected benchmarking materials and include any NPR additions in subsequent budget materials for commissioner review.
