Facilities director outlines countywide maintenance and major capital needs

Elaine Rose, the county facilities director, walked the Budget Committee through a broad set of maintenance and capital items affecting county buildings and grounds.
She said the animal care project is in design with a contract in legal review and kickoff planned; the current building is roughly 10,000 sq ft and design options could increase usable space to about 30,000 sq ft. Rose described coordination with Fruit Heights and CED to connect road access and utility lines and noted easement issues with a cell tower company that, if resolved, would improve egress.
For the Davis Commerce Center, Rose said county crews have assisted phased LED lighting upgrades funded in part by an energy grant ("EEC") and tourism funds; HVAC replacements are ongoing and camera/security needs remain under discussion with the site operator. At Davis Park Golf Course, the new driving range opened this year and county crews are finishing parking and pathway work to improve safety and access.
Rose also flagged large capital requirements: Valley View parking may require roughly $250,000 in asphalt replacement and Drainage/striping work; a new clubhouse roof estimate ranged from $70,000 to $90,000; and several buildings have phased HVAC or roof replacement needs. She urged early procurement for major paving work because plants shut down in October, which could delay projects.
Rose closed by requesting more professional, sustainable landscape planning: she said many xeriscape installations decline several years after planting and recommended a consultant-led plan to avoid repeated replacements.
Committee members pressed for prioritized cost estimates and implementation sequences; Rose said she will include those details in the tentative budget package and follow up on procurement timing.
