County outlines library capital plans, Bountiful land-swap and courthouse façade work

Elaine Rose, the county’s facilities director, delivered the annual "State of Davis County Facilities" briefing and outlined several library capital priorities and maintenance needs.
On Bountiful, Rose said an architect RFP is out and proposals are closing; the county is programming a combined library and senior center and is negotiating a potential land swap with Bountiful City so the project can proceed. She advised demolition and asbestos remediation are budgeted separately and noted the project’s total cost was discussed in the context of a larger ~ $10 million project estimate for the site.
Rose described Clearfield (3 years old) as operationally successful with no major capital requests next year, but noted day-to-day maintenance needs such as lighting and chair repairs. She said the headquarters library facade replacement is underway and expected to be largely complete by Thanksgiving; she also flagged a future corridor flooring replacement for the main corridors and said she will include timeline and cost estimates in the tentative budget.
Other branch updates included carpet work at Caseville, phased HVAC upgrades at Layton and parking/lighting needs, and programmatic considerations for pod rooms and makerspace equipment. Rose emphasized balancing investment in upgrades with long-term strategy rather than repeatedly funding piecemeal renovations.
Committee members asked for more detailed breakout of estimated costs and timelines during the budget process; Rose said she would provide those figures as the tentative budget is prepared.
