Charles City County supervisors approve grants, reappointments and MOU; schedule budget work

The Charles City County Board of Supervisors on an evening meeting approved a string of routine actions, accepted several small grants and set a timetable for next year’s budget work while scheduling a closed session on personnel.
The board voted to accept a $10,000 Virginia Tourism Corporation micro‑business marketing grant to support a proposed 2025 “restaurant week” intended to increase tourist activity, and accepted a $3,049.82 litter‑prevention and recycling award from the Virginia Department of Environmental Quality. Both awards were placed into the county’s general fund grant revenue and corresponding expenditure lines, a county official said.
The board also adopted a proposed FY26 budget calendar that kicks off departmental budget work on Jan. 9 and schedules a formal budget presentation in April 2025. In the motions approving the calendar and grants, members recorded ‘aye’ votes.
Reappointments approved included Dominic White to the Economic Development Authority and reappointments to the board of equalization, zoning appeals, the Transportation Advisory Board, the Housing Task Force and the Wetlands Board; votes were recorded in favor. The board accepted a $200 donation to the county food pantry and $25 for the sheriff’s office miscellaneous expenses.
Administrator William Coder read a memorandum of understanding between the Charles City County Community Foundation and the county to fund a part‑time driver for the food pantry beginning in December 2024. Board members asked staff to correct an apparent error in total hours before the document is signed; the board approved the MOU and confirmed the $13 hourly rate.
The meeting closed with a motion, passed by the board, to meet in a closed session under Virginia Code section 2.2‑3711 to discuss employment matters, including assignments, promotions, performance and salaries.
The board did not take additional public votes on the more contentious financial questions raised in public comment; members scheduled a workshop and a rescheduled December board meeting for Dec. 19 at 6 p.m. for further discussion and follow-up.
