The commission approved the RDA budget after staff and commissioners confirmed the worksheet now reflects monies already committed to specific projects. "Thank you very much, Carrie, for everything," said Speaker 3, acknowledging staff work to incorporate committed funds. Commissioners discussed where to record administrative costs for RDA project management if the county assigns or hires staff to monitor projects; Speaker 3 suggested cost-coding a part-time assignment or adding a short-term line item for professional services or administrative costs to cover monitoring and management.
Speaker 1 cautioned against reopening the budget and said adopting it now and later adding an offsetting line item would be appropriate. "If we were to adopt this budget to carry as is and then add that line item and subtract it from another, that's appropriate without reopening the budget," Speaker 1 said. Commissioners indicated they could add a line item for staff time or assign existing staff to charge time to the RDA once projects are organized.
On the meeting schedule, the commission considered whether related entities should hold separate, posted meetings to avoid legal or financial risks tied to commingling. Speaker 2 referenced past litigation concerns when two entities met together and noted that keeping separate agendas and minutes helps protect dedicated funds. Commissioners discussed sequencing options โ proposing the MBA at 9:00 a.m., the RDA at 9:15 a.m., and the county commission at either 9:30 or 10:00 a.m. โ and the practicality of short, separate time blocks with the option to recess for longer items.
Speaker 1 moved to adopt ordinance 24-15, which sets the Daggett County Commission meeting schedule for 2025 with meetings on Tuesdays starting at 9:30 a.m. The motion was seconded and approved by roll call vocal affirmations. Under the RDA agenda, Speaker 1 then moved to adopt the RDA meeting schedule for 2025 with meetings on Tuesdays starting at 9:15 a.m.; Speaker 3 seconded, and the motion was approved.
The MBA start time of 9:00 a.m. was discussed but had not been agendized; commissioners agreed to schedule an MBA meeting to finalize and ratify that start time and to record a resolution number when the MBA item is on the agenda. The meetings also reaffirmed the practice of posting separate agendas and maintaining separate minutes when fiscal or legal separation is necessary.
The commission adjourned both the county and RDA meetings at 4:44 p.m.
