Clinic design proceeds after geotechnical test; water‑treatment bond paperwork still pending

Commissioners received multiple infrastructure updates on Nov. 26: the clinic design team asked the commission to review design development drawings and noted a Dec. 10 progress meeting; and staff reported updates on water/sewer bond work needed to fund treatment improvements.
The clinic design team told the commission it had discovered a localized saturated, loose sand 'soupy' area beneath the proposed building footprint during test excavation. The design team said the geotechnical consultant is not overly concerned and recommended over‑excavating under footings, introducing engineered fill, and installing footing drains or a French drain with submersible sump pumps in the mechanical room to manage groundwater. "It's just a saturated loose sand, but it's not something that, once we get it dried out, it should firm up," the project representative said.
On the Municipal Building Authority and bond work, staff reported that Eric Johnson indicated filings were in place but the engineers had not yet finalized the exact bond amount; staff and commissioners agreed that the final bond amount must be set before proceeding with formal action. The commission also acknowledged a DEQ letter approving the Dutch John water system membrane plant but noted an operating permit remains to be obtained before service.
Affordable/workforce housing and a 'self‑help' homeownership program were also discussed: the program is scheduled to begin in spring 2025, with the first four lots acquired and applications under review.
