Commission hears timeline for water-plant bond hearing; staff to follow up on MBA paperwork

At the Oct. 15 meeting the commission received a progress update on the county water-plant project and the related bonding schedule.
Commissioner Trevor Brooksby summarized engineering timelines and procurement dates: "Bids are due back on the October 28," he said, and he reported bids would be opened and a notice-of-intent is expected afterward. He said the engineer and the bond attorney (Eric, referenced in the meeting) need to coordinate a 30-day public posting required for a bond hearing.
Staff noted the final funding numbers needed for the state funding request (CIB) may not be known until bid opening and that the county might have to wait for those final numbers before formally scheduling the bond hearing. Trevor and staff said the practical earliest window for a bond hearing could fall in December depending on the bond attorney’s posting and the availability of finalized bid numbers.
Separately, staff reported that the county’s MBA paperwork "does not officially exist yet" and that staff would call counsel to check the filing status so necessary documents can be placed on a future agenda. The commission reiterated it was inappropriate to commit to bonding terms before actual bid figures and funding confirmation are available.
Next steps: Staff will follow up with bond counsel (Eric) about the 30-day notice schedule and will report back after bids are opened and CIB funding numbers are clarified.
