Commission reviews clinic schematic, Manila Airport boundary and trail EA ahead of design and land‑use steps

Daggett County commissioners on Sept. 17 received several infrastructure updates covering a new clinic, the Manila airport boundary realignment and a trail project.
Clinic: Bart reported that he and architect Jesse Florence met to incorporate requested changes to the schematic design, including pharmacy considerations and other layout changes. "She is working to get those changes made to that floor plan, and then we'll move into design development where we get the electrical engineers and mechanical engineers, plumbing engineers, everybody on board," Bart said. Florence will update the plans and return them to the commissioners for approvals as the project moves into detailed engineering.
Airport: Commissioners discussed the Manila Airport ALP and a fence line discrepancy affecting property boundaries. Bart and county staff described negotiations about shifting a boundary and performing a property exchange so acreage remains equal. Bart said the county is waiting on a legal description to complete a quick claim deed and that an amended plat may be required for a nearby subdivision; staff will follow up with Martin (county consultant) and provide an email update.
Trail and roads: Brett Reynolds reported the trail environmental assessment (EA) and preliminary engineering report are in final stages and will be submitted to USDA for review; he will coordinate a joint meeting with USDA and UDOT and requested county right‑of‑way documentation for Stateline and Airport roads to support the process.
Next steps: Florence will supply updated clinic schematics for review; county staff will obtain and circulate the legal description for the airport property exchange and set up the USDA/UDOT coordination meeting for the trail project.
