Library board approves Clearfield City art installation under third‑party agreement

The Davis County Library Board approved an agreement with Clearfield City on Nov. 14 to host a movable public art installation near library premises.
Library Director Josh Johnson described the arrangement as a partnership in which the third party owns the piece, installs it without permanent anchoring and is responsible for maintenance and any damage or theft. "It was designed to be free standing and they can move it... we specifically... display of that is gonna follow county and library policies and practices," Johnson said, adding the contract allows termination with roughly 30 days' notice.
Board members raised concerns about placement, public visibility and the risk of theft given that the piece is not bolted to the ground. Johnson acknowledged a theft risk and said the contract places responsibility on the installing party: "If it's not bolted, can someone steal it? I suppose that's possible... that's also part of the contract because we're not responsible for the theft." The board discussed likely placements—business fronts, a fire department corner and other civic locations—and approved the agreement.
What happens next: Staff will submit the approved agreement to the county commission via ProVox for formal placement on the commission agenda and coordinate placement logistics with Clearfield City and the installing party.
