Davis County approves interlocal agreement with South Weber, warming center lease and local contracts

The Davis County Commission approved an interlocal cooperation agreement with the redevelopment agency of South Weber on Dec. 10 that will support the Old Fort Community Reinvestment Project.
Chanel Flores, economic development director, said the project is expected to bring about 100 new, above-county-wage jobs. Under the agreement the county will remit 50% of annual property tax revenue generated by the project for up to 10 years or until a cap of $957,957 is reached, whichever comes first.
Commissioners approved the interlocal agreement after a prior work session; the motion passed unanimously. The commission also approved related agenda items: a ratification of a lease with Davis Behavioral Health (DBH) for a code-blue warming center at 850 South Main Street in Layton (nominal payable terms), event contract receivables and a CDBG contract with Woods Cross for soil-subsidence home stabilization in the Farm Meadow subdivision.
Community and economic development staff said the Woods Cross project has funded six stabilization projects during the staff members tenure and this approval will increase the total to nine homes aided to date. Commissioners characterized the package as straightforward and approved items 23 through 28 in a bundled motion.
The county will record the interlocal agreement and monitor the tax-remittance cap as the project develops.
