Commission enacts board-procedure ordinance and renames county auditor position

The Davis County Commission approved two ordinances on Dec. 10 that update internal procedures and change the title of the elected auditor position.
Clerks staff presented Ordinance 5-2-024, an amendment to chapter 2.04 of the Davis County Code. The ordinance establishes a definitions section, describes Board duties (executive, legislative and administrative), adopts rules of order per Utah Code 17-53-206 and sets procedures for governing electronic meetings under Utah Code 52-4-207. The clerks presentation noted a newly added recusal provision that requires a commissioner to recuse when a conflict of interest exists.
The ordinance passed with a two-vote majority; Commissioner Elliott recorded an abstention to allow an incoming commissioner to weigh in before the policy change takes full effect.
Separately, commissioners approved an ordinance to change the elected office title from County Auditor to County Controller. Auditor Curtis Koch explained the change mirrors state statute and clarifies the offices executive finance responsibilities; commissioners approved that title change unanimously. Koch emphasized that the action is a change in title, not pay or duties.
Both ordinances were approved during the regular meeting; the clerk will file the final ordinance versions for the record.
