Chair (S1) summarized prior conversations with Scott Green of Case Creek Irrigation and Stephen Jackson of public works, saying the applicants recognize there is no guaranteed funding yet. Commissioners debated whether marking an obligation now could create audit exposure by reflecting an intent to obligate funds that may not exist. One commissioner warned that obligating $500,000 could require taking funds from other, already-obligated projects.
Unidentified Speaker (S7) urged a work session, offering to walk the commission through how obligations would be recorded; S7 said, “Next week, I can happily put this on the work session.” The chair moved to table the item and schedule the work session; the motion was seconded by another commissioner and approved unanimously.
No formal commitment of funds was made at the meeting. Commissioners said the work session will review mechanics and how obligations would be recorded before the commission takes any fiscal action.
