County public commenters urge clearer Code Blue shelter protocols and transport plans

Several county residents used the public-comment period at the Dec. 3 Davis County Commission meeting to press elected officials for clearer information about the county’s Code Blue warming shelter operations and transportation protocols.
Jill Dredge of Kaysville asked commissioners for updates on the warming center, saying a neighborhood Zoom meeting with a commissioner had been taken down and that the county’s public information remains unclear. She told the commission she had heard of a single person using the new warming center and raised questions about how guests are transported to and from bus stops and what happens when a return bus does not come.
Eric Largie of Kaysville spoke next, saying he and other volunteers were aware of an unannounced Code Blue location that has been circulated informally among volunteers but not posted by the county. “If there is a new location, I believe that it needs to be shared and the website needs to be updated,” Largie said, and asked the county to clarify whether walk-ins and drive-ins are accepted and how volunteers should coordinate when buses are not provided.
Both commenters urged the county to provide lists of services and destinations for people released from shelters in the morning, and to put clearer “guardrails” in place for volunteers helping guests leave the site.
Commissioners acknowledged they had no immediate answers for some questions. A commissioner noted that other staff are leading the Code Blue work and invited commenters to stay after the meeting to discuss details with staff. The commission did not take formal action during the public-comment period.
Next steps: commissioners and staff said they will continue to refine protocols and that staff would be available to answer follow-up questions after the meeting.
