Davis County Commission approves series of grants, contracts and tax-register items

The Davis County Commission on Oct. 8 approved a package of routine and programmatic items across several departments, including animal services, the health department, library services, the sheriff’s office and the Board of Equalization.
Animal services: Staff presented and the commission approved an Empty the Shelters grant reimbursement of $950 from the Bissell Pet Foundation for an adoption event held July 8–30, 2024, with waived adoption fees.
Health department: Brian Hatch presented items 9–18, which the commission approved together. Key items included an interlocal agreement to host an air-monitoring site with Farmington (effective upon installation), a $10,000 agreement with Safe Kids Utah to support child passenger safety (10/1/24–9/30/25), and WIC program funds of $835,190 for fiscal year 2025 (10/1/24–9/30/25). Multiple contract amendments were also ratified adding funds to maternal/child health, hepatitis B outreach, personal-responsibility education, violence and injury prevention, community clinical intervention, and the Preventive Health and Health Services block grant (individual amendment amounts cited in staff presentation).
Library: Quarterly low-dollar contracts totaling $725 and in-kind donations valued at $529 were presented; the commission approved items 19 and 20.
Sheriff’s office: The commission approved an inmate-trust Forte account, a $11,022.37 painting contract for structural steel in jail recreation yards, and 24 SCRAM continuous transdermal alcohol-monitoring program agreements for September 2024.
Board of Equalization and property tax register: Commissioners received reports on recommended denials and approvals for tax-exempt status, appeals totaling $4,499,498 recommended for approval, abatements recommending approval totaling $30,696.02, and large equalization corrections including a negative $141,268,988 entry. The commission approved the property tax register for 10/08/2024.
Votes and procedure: Each board motion to approve the listed consent and agenda items carried with an "Aye" voice vote; no roll-call tallies were recorded in the meeting transcript.
