Commission schedules Code Blue special meeting, approves suicide-prevention and transportation funding and routine consent items

Commissioners scheduled a Sept. 25 special meeting for a Code Blue response plan, approved a $95,000 suicide-prevention contract amendment, a $2.42 million transportation interlocal agreement with West Point, a tourism incentive and other consent items; all votes were unanimous.
Davis County commissioners used their Sept. 24 regular meeting to schedule an urgent special session, approve multiple funding amendments and interlocal agreements, and pass routine consent items unanimously.
Clerk Brian McKenzie told the commission the board would meet Sept. 25 at 9:30 a.m. "This is related to a presentation, discussion, and potential approval of the Davis County Code Blue response plan," he said. Commissioners voted to approve the order calling that special meeting.
Commissioner Kamalu presented amendment No. 47 to contract 2020-283 to provide state fiscal year 2025 funding for comprehensive suicide-prevention in the amount of $95,000 (effective July 1, 2024 to June 30, 2025); the motion to approve passed unanimously.
Kent Anderson presented three consent items: an interlocal transportation project reimbursement agreement with West Point City using 2023 third-quarter local option sales tax transportation funds, payable in the amount of $2,422,610 beginning Sept. 24, 2026 to widen 700 South between 3500 West and 4000 West to a three-lane section with a center turn lane; ratification of a Utah Tourism Industry Association incentive agreement to host the 2024 Utah Tourism Conference, payable $29,750 (Anderson noted exhibit A was missing from the packet and the budget "may have been short $5,000"); and approval to grant a temporary access license to Bountiful City to access the Mill Creek Basin (tax ID 040690135) from Sept. 25 to Oct. 25, 2024 for youth-council cleanup work. Commissioners unanimously approved items 5–7.
Health Director Brian Hatch clarified an earlier fund allocation: while some contract lines go to behavioral health, the funds in item 4 were for the health department. Hatch also presented amendment No. 1 with the Utah Department of Health and Human Services for the disability and health program, increasing funding by $9,810 (effective Aug. 2, 2024 through July 31, 2025), and a donation agreement with Gold Cross Ambulance for $1,000 to purchase car seats. Both items were approved unanimously.
The meeting then recessed to the Board of Equalization and later reconvened; commissioners approved regular meeting minutes for Sept. 10 and Sept. 17, 2024 as part of the consent agenda.
The commission adjourned at 10:12 a.m.
