Davis County adopts HUD CAPER and approves CDBG and tourism grants

The Davis County Commission on Sept. 3 opened a public hearing and adopted the county’s Consolidated Annual Performance and Evaluation Report (CAPER), the annual HUD report summarizing Community Development Block Grant program activities. No members of the public commented on the CAPER, and the commission approved adoption by unanimous vote.
Ryan Stein, Community and Economic Development staff, said the CAPER for FY 2023–24 was concise because the county reported a single ongoing activity: door and accessibility improvements at senior centers. "This is an annual report that the county is required to submit to HUD," Stein said while outlining the CAPER details and the public-hearing process.
The commission also approved three funding items presented by Stein. Item 4: a $126,000 payable CDBG contract with the city of Fruit Heights for Americans with Disabilities Act improvements (term 07/01/2024–06/30/2025). Item 5: a receivable Utah Office of Tourism marketing cooperative grant for $155,250 (business-to-business campaign, term 09/03/2024–03/01/2026). Item 6: a receivable Utah Office of Tourism marketing cooperative grant for $77,500 (leisure campaign, same term dates). The commission moved and seconded approval of items 4, 5 and 6 and voted unanimous 'aye.'
The CAPER adoption completes the county’s HUD reporting requirement for the stated program year; the approved grants provide funding for local ADA improvements and county tourism marketing efforts.
