COG approves 2024 funding recommendations; North Logan roundabout allocation withdrawn and reassigned to three city projects

The Cache County Council of Governments voted to approve the 2024 funding recommendations after a lengthy debate about prioritization and regional coordination.
Mayor Peterson proposed withdrawing the North Logan roundabout project and reallocating $1,058,000 to pay for projects in Wellsville, Millville and Providence, with a remaining $164,968 placed into the 200 East roadway widening fund. "My proposal is that we withdraw the roundabout project and... use that 1,058,000.00 to fund Wellsville City's project, Millville City's project, Providence City's project," Peterson said.
Members discussed potential cost savings from synchronizing city and Cache County projects and urged simultaneous outreach to UDOT and state lawmakers. Staff noted an estimated total annual revenue under a separate state provision of about $9,000,000 and explained timing constraints tied to the county budget cycle.
After debate and suggestions for minor amendments and contingency handling, the body called the question and approved Lindsey's (staff) proposal as displayed on the meeting screen. Staff said the COG will forward the recommendation to the county council for final action, with a likely county-council presentation in late November. Members were encouraged to attend the county meeting to show municipal support.
