Campbell County Fiscal Court approves grants, contracts, appointments and budget moves

- Resolution R-78-24: authorization for the judge executive to execute grant documents with the Kentucky Division of Emergency Management for the Campbell County Landsar team to apply for equipment (a Polaris vehicle estimated at $28,229) to improve response time in remote-area rescues. Staff noted these awards have historically used a 75/25 split; the transcript also records a local-match figure of about $77,060 that appears inconsistent with the stated equipment estimate and is noted for follow-up.
- Authorization to apply for a State and Local Cybersecurity Grant through the Kentucky Office of Homeland Security for an estimated $70,000–$90,000 to implement multi-factor authentication covering up to 500 devices, as proposed by IT Director Steve Penrod.
- Approval of a low-bid contract with Advanced Mechanical of Northern Kentucky for replacement of three third-floor HVAC units at the Campbell County Administration Building (low bid $353,470.98), with a Department of Energy conservation grant of $78,000 noted to offset part of the cost and the expense included in the FY25 budget.
- Approval of budget transfers and interfund transfers dated 10/31/2024, and approval of claims dated 10/23/2024, 10/30/2024 and 11/06/2024; one member recused from employee benefits claims due to employer business relationships.
The court also accepted several board resignations and appointments earlier in the meeting and approved personnel moves, including accepting the resignation of police officer Eric Stinchler and advancing Andrew Temke from road maintenance specialist level 1 to level 2 effective 11/17/2024.
Why it matters: These votes allocate county resources, authorize capital repairs and equipment procurement, and staff appointments that affect operations across departments including roads, emergency services, IT security and facilities maintenance. Most items were approved on unanimous voice votes with limited recorded debate.
Next steps: The TID ordinance (O-11-24) was advanced only as a first reading and will return for future consideration; grant applications will proceed as authorized and contract execution will follow administrative procedures.
