VDOT updates: Rainbow Forest Drive speed study qualifies for traffic calming; county to pursue spot repairs

Robert Brown (VDOT) briefed the Campbell County Board of Supervisors on highway matters. He reported that the Rainbow Forest Drive speed study is complete and that the operating speed frequently measures about 10 miles per hour above the posted limit, which makes the road eligible for traffic‑calming consideration under VDOT guidelines. Brown said officials will meet Oct. 15 with county staff to discuss traffic calming procedures and public involvement requirements.
VDOT also reviewed recent maintenance and emergency responses: new pipe installations and repairs completed in recent weeks, and crews sent from Campbell County to assist with flood‑related repairs in Nelson County. Supervisors raised localized maintenance issues — a pronounced hump in a turn lane near Davis Produce (29 & English Tavern Road), drainage and debris at Greenhouse Road & Route 24, and rippling/uneven paving on Route 29 near Pierman School Road — and asked VDOT to reassess and propose remediation, including night work where needed.
Brown said some larger intersection improvements are programmed through smart‑scale rounds and may be several years from construction; VDOT staff advised the board to identify candidate projects soon to allow preliminary studies in time for the next funding cycle.
No formal county vote was required; VDOT will follow up with recommended corrective work and further coordination.
