Amy Sipe of KeyPoint Surveying and Design, representing the applicant, said the parcel’s future land‑use designation is consistent with the request and that a VDOT sight‑distance study confirmed a low‑volume commercial entrance would meet safe stopping sight distance requirements. The board voted to approve PL‑24‑130.
PL‑24‑136 (Cruise Shop Road): Staff described a request to rezone 3.678 acres from business general commercial to residential single‑family to construct a single‑family dwelling; the parcel has been vacant and the planning commission recommended approval (6–0). Applicant testimony confirmed adequate sight lines and no required traffic‑impact analysis. The board voted to approve PL‑24‑136.
Both motions carried without recorded opposition; staff noted the approvals conform with the comprehensive plan’s medium‑to‑high density residential designation for the affected areas.
