Board approves business incentives and expands restaurant rent program to 5,000 sq ft

Moore’s Electrical & Mechanical expansion: Staff described a $2,000,000 investment to move the service division to 701 Fifth Street (Alta Vista Office Park). The incentive is structured as a rebate to ease the company’s transition and help offset new tax burdens; the board approved staff direction to finalize necessary documents.
Restaurants rent program and Angus Mexican Grill: Nina said the county created the restaurants rent program in 2021 to reimburse a portion of rent for qualifying new restaurants; the program initially included a square‑footage cap and a reimbursement ceiling of $15,000 per year. Angus Mexican Grill in the Wards Road Food Lion shopping center signed a three‑year lease for 4,200 square feet and applied for the program. Board members discussed whether to keep a maximum cap to control program cost and whether the program should be restricted to restaurants in their first lease term. The board voted to admit Angus Mexican Grill to the program and to increase the program's maximum eligible square footage to 5,000.
Board members asked staff to formalize eligibility criteria in the program policy (for example, limiting eligibility to businesses in their initial lease term) and to track participation; staff said they will check license-issue dates to confirm applicant eligibility in future cases.
