Supervisors approve two rezoning requests, hear highway updates and authorize nuisance lawsuits

Rezoning approvals: the board approved a request to rezone 677 Powell Road (PL24‑074677) from single‑family residential to business limited commercial to bring existing Lynch Station Rurton Club parcels into compliance and allow construction of a recreation building to be leased to a nonprofit. Applicant Robert Lee described a long‑term lease arrangement and said the club has been at the site since the 1950s; the planning commission recommended approval by a 5‑0 vote and the board approved the rezoning after the public hearing.
The board also approved a rezoning for parcels at 92 Beechwood Drive and an adjacent parcel on Sheila Drive from single‑family to multifamily to permit construction of quadplexes and possible future conversion of an existing home to multifamily use. Applicant Corey Argentino discussed the local demand for housing and the existing surrounding development; planning staff recommended approval.
Highway matters: county and VDOT staff (Robert Brown and Cliff) updated the board on drainage and maintenance issues: an East Ferry Road drainage clog was cleared, guardrail and sight‑distance reviews are ongoing, some pavement milling and repaving was scheduled for Route 501 (with further sections being evaluated for future schedules), and an emergency pipe replacement on Rocky Road (Route 655) was scheduled with a temporary closure the following day between 9 a.m. and 2 p.m. Staff also noted submission of Smart Scale projects and encouraged members to identify priorities for future rounds.
Litigation authorizations: after a closed session to discuss legal matters, the board authorized county counsel to file nuisance litigation against properties at 56 Gale Lane in Alta Vista (Brookneal District) and to pursue enforcement action against 830 Church Lane (Ebbington/Alta Vista District). The board voted to authorize counsel to proceed; the second motion recorded several nays in the transcript but the authorization carried.
Next steps: staff will process rezoning paperwork, coordinate scheduled highway repairs and permit work, and county counsel will proceed with the authorized nuisance filings.
