Board approves up to $320,000 incentive for Grama Packaging’s $20 million Alta Vista expansion

The Campbell County Board of Supervisors on Sept. 3 approved an incentive package of up to $320,000 from the county’s unassigned general fund to support a roughly $20 million expansion by Grama Packaging in Alta Vista.

Economic development staff introduced Jason Hall, the company’s regional controller, and described Grama Packaging as having operated in Alta Vista for more than 15 years and pursuing a sizable investment to expand production and preserve jobs. Staff said the county’s partnership with the town of Alta Vista has been productive and that the incentive is intended to keep the company’s growth locally.

Blair Gates moved the recommended authorization to provide the incentive and to allow the county administrator to execute necessary documents; the board voted in favor and the motion carried. The staff presentation noted the company’s expansion figure and requested up to $320,000 from the unassigned general fund to support the project.

Economic-development items: staff also summarized a 21‑page annual report that highlighted $1.7 million in grants generated by a business programs coordinator, the Campbell Connects outreach program and the Start Small Campbell grant program for small businesses. Staff said 148 new businesses were welcomed into the county during the fiscal year and flagged Seneca Commerce Park projects as forthcoming priorities.

Next step: county staff will finalize any documents and return necessary contract paperwork consistent with the motion authorizing the administrator to sign.
