Whitley County fiscal court adopts budget, approves contracts, awards bridge bid and closes out ARPA accounts

At its monthly meeting, the Whitley County Fiscal Court adopted the county’s 2024-25 budget and approved a slate of routine and project-related contracts and bids.
Judge executive said the Ordinance 2024-05 budget for FY24-25 is balanced without ARPA funding and includes several large projects discussed in committee. The court approved second reading and adoption of the budget by roll call.
The court approved renewal and revised contracts including the House Bill 556 education contract that increases state payments to the county for inmate certificates and GEDs; a renewal contract for the interstate roadside inmate work crew; and an amended annual fire-alarm monitoring and inspection agreement with Johnson Controls to meet Kentucky Building Code occupancy requirements.
Staff presented a change order for the fairgrounds building driven by state permitting and engineering requirements that added roughly 300 yards of concrete and about 39,000 pounds of steel (26 columns with 12-by-12-by-3-foot footers and piers). The court approved the change order and associated claim payment to allow purchase of concrete and steel.
Procurement staff reported on annual bids for FY24-25 and the court awarded the Mulberry Hollow Bridge installation/abutment contract to Firm Foundation (Harrison County). County infrastructure staff said the bridge project is covered mostly by FEMA and state emergency funds (about 87% federal/state share; county 13% match).
Finally, the court authorized add-on item 24 to transfer final ARPA SLRF/LATCF funds to the general fund contingent on approval from the county’s advisers (Pacific Financial and Stetson Harvesting) and documentation; the transfers are intended to close out ARPA accounts before the fiscal year-end.
Most items on the agenda were approved by roll-call votes; the court concluded with routine reports and adjourned.
