Dangle said the ION Center is a state-designated domestic violence program and receives a mix of funding including state-designation support, federal Victims of Crime Act (VOCA) and Violence Against Women Act (VAWA) grants, United Way and private foundation support. She described those federal and foundation funds as largely position-driven—used to pay staff who provide direct services—and said some foundation gifts are earmarked for tangible projects rather than ongoing operating costs. She also said the shelter recently sought an emergency grant to cover about $10,000 in cast-iron plumbing repairs after a flooding incident.
Judge Pender read statistics cited in the proclamation, including figures the court stated as 34% of Kentucky women and 14% of Kentucky men experiencing intimate-partner violence at some point in their lives, and presented the signed proclamation to ION Center representatives Angie Teegarden (identified in the meeting as a financial services director) and Sandy Schnaowski (non-residential services manager). Dangle thanked the court for fiscal support and the partners noted annual fiscal court contributions from Northern Kentucky counties toward shelter operations and prevention work.
