Matt, the county administrator, told the court the ordinance would update requirements for breeders and commercial establishments. "Right now it just requires food or water once a day," he said, and the proposal would "update that to twice a day" and add a licensing process so "we know what breeders are out there." He added the proposed changes would also clarify whether retail pet stores may sell cats and dogs.
The presentation said Campbell County currently has no retail stores selling cats or dogs; local retail partners typically offer animals for adoption through rescue-group partnerships. The presenter noted that Lisa Crumman and shelter staff, working with the county attorney's office, compiled the changes using best practices for animal regulation and management. "Nothing crazy in there," the county administrator added.
This was a first reading; the court did not take a final vote on the ordinance at this meeting. The item will return to the fiscal court for additional consideration and any subsequent vote or amendment at a later date.
