Campbell County Fiscal Court approves zoning change, stop signs, hazmat affiliation, contracts and routine transfers
Summary
At its August meeting the Fiscal Court adopted two ordinances (rezoning and traffic control), approved interlocal and service agreements (hazmat affiliation, Prime AE), confirmed multiple personnel appointments including several school resource officer contracts, and approved routine budget and claims actions (one commissioner recused from employee-benefit claims).
The Campbell County Fiscal Court on Aug. 7 approved a set of routine and policy items that included two ordinances, several interlocal and service agreements, personnel appointments and routine financial actions.
On second reading the court adopted Ordinance 008-24 to rezone about 10 acres at 13724 Alexandria Pike (US 27) from Agriculture A-1 to Rural Commercial. The court also adopted Ordinance 009-24 to add a three-way stop on Gress Camp Road to improve sight lines and safety near a school and a church. Both ordinances were moved, seconded and adopted by voice votes.
The court approved Resolution R63-24 to participate in formation of the Kentucky Ohio River Recreational Authority (CORA) under KRS chapter 148 and appointed Judge Executive Steve Pendry as Campbell County’s representative to the authority. During discussion members said the regional designation may open access to federal funding and legislative allocations if at least 11 counties sign on.
The court voted to enter a multi-county affiliation with the Northern Kentucky Regional Hazmat/Weapons of Mass Destruction Unit for hazardous materials response; the county described the team as an 8–9 county regional unit that prevents each county from maintaining its own hazmat team.
Personnel and appointments approved included the appointment of Logan Ratcliffe as full-time park maintenance lead (effective Aug. 26, 2024); appointments of Megan Claire Abrams and Assistant County Administrator Kim Sarah to the Northern Kentucky Solid Waste Management area governing body (term 08/07/2024–06/30/2025); and the reappointment of Fred Mackey to the Northern Kentucky Water District Board of Commissioners for a four-year term effective 08/27/2024 through 08/26/2028.
The court approved a series of school resource officer contracts for the 2024–25 school year with Aaron Beagle, Douglas Bryant, Amber Conrad, Daniel Delaney, David Philhart and Philip Harney. Each contract motion was moved, seconded and passed by voice vote.
County staff presented a professional services agreement with Prime AE and the court approved entering that agreement to provide engineering planning, design and administration services. The court also approved budget transfers and interfund transfers dated 07/31/2024 and moved to approve claims (dates listed in the meeting record). One commissioner disclosed a recusal from employee-benefit-related claims because of employer business relationships; the court nevertheless voted to approve the claims (the recorder noted the recusal). All motions in these items carried by voice vote.
Commissioners used the reports section to highlight community items: Commissioner Brian Painter promoted the Festival on the Lake (Aug. 17, 4–11 p.m., $5 admission; free parking) and described pavilion drainage improvements; the court announced a Citizens Academy starting in September for civic education and engagement (apply by Aug. 23).
What’s next: matters approved require routine administrative follow-up (contract execution, appointments effective on stated dates, any environmental review or procurement steps required by the CDBG project).
