The planning commission recommended approval, and the board opened a public hearing; no members of the public spoke in favor or opposition. A supervisor moved to approve the overlay and the board approved the request 7–0.
The board member who moved the approval cited the project as a positive community investment for the North River District and noted the local IDA’s support. Staff will proceed with permitting and final plan steps consistent with the county’s land-use and development review requirements.
