Carroll County EDA approves $40,000 for waterline extensions, hires CSGA LLC for grant work and extends auction deadline

The board opened the meeting, completed routine business and then moved into a closed session under the Virginia Freedom of Information Act. After returning to open session the board adopted a certification that "only such matters as were identified in the motion by which this closed session was convened were heard, discussed, or considered," and each member stated, "I certify."
The board voted to allocate $40,000 from the proceeds of a land sale "to assist the PSA with waterline extensions which were approved for Deer Ridge Road and Spring Willow Road," Unidentified Speaker 2 said when making the motion. Unidentified Speaker 3 seconded the motion, which the board approved by voice vote.
The board also voted to engage CSGA LLC "for grant funding opportunities for economic development" with the contract to take effect Nov. 1, 2024, according to a motion by Unidentified Speaker 3. The motion was seconded and approved by voice vote.
Regarding recent county auctioned property, Unidentified Speaker 4 reported two tracts have closed and one partial sale has not closed. The board granted the successful bidder until November 2024 to complete the purchase or directed the EDA attorney to enforce the EDA—s contract rights, following a motion that was seconded and approved by voice vote.
Earlier in the meeting the board approved the minutes of the September meeting and voted to accept the treasurer—s report and pay invoices. During that discussion Unidentified Speaker 2 disclosed, "I have been with Skyline National Bank for 20 years." The treasurer—s report motion was recorded as carried unanimously.
All formal actions during the meeting were taken by voice vote; no roll-call tallies were given in the record. The board adjourned after completing those items.
What happens next: the $40,000 allocation is drawn from land-sale proceeds to be forwarded to the PSA for the two approved waterline extension projects; the CSGA LLC contract is effective Nov. 1, 2024. The board also authorized the EDA attorney to take any necessary steps to enforce auction contract rights if the purchaser does not complete closing by the November 2024 deadline.
