Carroll County supervisors adopt remote participation policy, approve PSA funding and other routine measures

The Carroll County Board of Supervisors on an otherwise routine agenda adopted an updated remote-participation policy, approved several financial items and appropriated $40,000 to the county Public Service Authority (PSA) to support ongoing line-extension work.
County staff presented the remote participation policy changes and said the revisions respond to Code of Virginia amendments made during the COVID-19 pandemic. "What you have before you is a policy that addresses remote participation by members of the Board of Supervisors and also the circumstances during which you can have all virtual public meetings," said Mister Durbin, who reviewed the proposed language and recommended immediate adoption and an annual review at the board’s organizational meeting each January.
Durbin told the board the locality had an existing policy but that the General Assembly’s recent changes now require an annual review. After brief questions about whether the county had been in violation, Durbin confirmed a policy had been in place and urged adoption to keep the county on the required review cycle. The board moved, seconded and voted to adopt the policy.
The supervisors also approved the meeting minutes, the consent calendar (with a question noting that surplus equipment listed would be sold using GovDeals), and invoices labeled A and B. Chair called votes on each action and the board voted to approve the items as presented.
On budget matters, the board approved third-quarter appropriations. Staff recommended and the board adopted the budget adjustments that staff described as third-quarter appropriations.
On a separate funding request, Mister Watson told the board the PSA had received a grant covering 50% of materials for certain line-extension work and was seeking $40,000 from the county to pay a contractor. "I'm requesting tonight to have $40,000 appropriated to and paid to the PSA in order to allow a contractor to continue doing this," Watson said, explaining that completing the work in-house would take longer and cost more. The board approved the appropriation; Mister Moore recorded an abstention on that vote.
Other procedural items included formalizing interim check-signing authority so the county does not lack signatories between organizational meetings and adding December 23 as an additional county employee holiday. Both measures passed after brief staff explanations and board votes.
The meeting concluded after board members exchanged holiday well-wishes and the supervisors set the organizational meeting for Jan. 6.
