Staff told the court that if the county opts out now it cannot opt in later, and that if it opts in after Jan. 1, it cannot opt out; the court must therefore set licensing, zoning and business‑licensing rules before allowing dispensaries. The presiding officer said the county should prepare both ordinances so the court can consider either path.
A member of the court also asked about taxation and said local tax and licensing schemes can be included in the ordinance drafts. A motion to table the matter until November passed; in the interim county staff will prepare draft ordinances for the court to read and consider at the next meeting.
