Franklin County tables sales of surplus parcels, orders appraisals and negotiation authority

Frankfort — Franklin County fiscal court voted Nov. 6 to table the sale of five surplus parcels and to authorize independent appraisals and negotiations after magistrates said current bid responses and a 2022 appraisal were insufficient to support final sales.
Magistrates noted the county received only one bid for many parcels, questioned whether bidders understood the appraisal basis, and said parcel-level valuations were needed rather than a single 2022 appraisal covering the whole property. Squire Blackburn and others urged appraisals for each parcel and asked the judge to be authorized to negotiate prices and, if appropriate, to work with a chosen real-estate professional.
The court approved a motion to table the items, authorize appraisals for each parcel, and empower the judge to negotiate with bidders and a realtor. Several magistrates also proposed negotiating alternative transactions — for example, discounted land for affordable or senior housing in exchange for community benefit.
What happens next: the judge’s office will obtain parcel-level appraisals, return results to the court, and attempt negotiations with bidders. Any sales will return to the fiscal court for final vote.
