Snow said the local Boys & Girls Club and the Wanda Joyce Robinson Foundation are separate legal entities with distinct boards; the county’s arrangement is to provide an annual renewable lease for club operations in the county‑owned building. Several magistrates asked that the lease include a formal market‑rate valuation of the building as an in‑kind donation, which can be used by the nonprofit as matching value for future grant applications. The court directed staff to add the market-value language so the in‑kind contribution is documented in the agreement.

The court approved the authorization by voice vote. Members also praised community and nonprofit volunteers for bringing the project forward. The court simultaneously approved a quick‑claim deed correction to clear a cloud on title for a separate property previously and incorrectly recorded in county name, restoring the property to Bluegrass Community Action and returning it to tax rolls once the record is corrected.
