Court issues RFPs for five Buena Vista parcels and advances Lakeview Park phase‑1 RFP

Frankfort — The Franklin County Fiscal Court on Aug. 28 authorized requests for proposals (RFPs) for five distinct parcels of the county‑owned Buena Vista property (the land formerly used by Ducker’s Golf Course) and also approved a Phase 1 request for proposals to advance construction at Lakeview Park.
The court amended a prior surplus action from Oct. 11, 2023, rescinding a broad surplus of roughly 131 acres and instead declared five smaller parcels (Areas 1–5 at 67 Buena Vista Drive) surplus for individual RFPs. The body then approved separate RFPs for Area 1 through Area 5 in the voting session.
County leaders framed the sale as a way to generate funds for park development and community amenities. Magistrate comments repeatedly emphasized community input: several members asked that park plans and any updated designs be posted online and that the court hold at least one public listening session before final contract awards. "That plan was very clear in saying that the 26 acres at Lakeview ... we need more land to put more programs on," one magistrate said, citing prior park planning work.
The Lakeview Park Phase 1 RFP covers construction of a seven‑softball‑field complex with concessions, batting cages and seating, per consultant recommendations. Staff said some funding has already been set aside for the park and that an RFP was required to meet grant and procurement timelines. Several magistrates — some newly elected since the original park plan — asked for the plan materials and community survey responses to review before awarding any contracts.
Court members also asked staff to circulate the exact newspaper advertisement text and the RFP forms to magistrates. The court approved the RFPs by voice vote and directed the county clerk to publish the advertisements and accept proposals according to the county procurement calendar.
Next steps: staff will publish the RFPs, schedule a public information session on the Lakeview plan materials and return to the court with proposals and a recommendation for any eventual sale or park construction contract.
