Estill County authorizes signing of FY23 CCEP contract extension to sustain payroll

Estill County officials voted to allow staff to sign an administrative extension to the FY23 CCEP grant so the county can continue paying basic operating costs and payroll while federal FY24 funding is delayed.
County staff told the court the extension was requested by the state and would let the county keep payroll and essential services running until new federal funds arrive. "All it does is allow us to spend it past September 30 all the way up to possibly December 31 of this year," a county staff member said at the meeting.
The request followed a separate briefing on the CSIP program, which staff said is expected to end next calendar year and will require a roughly 90-day closeout to reconcile inventories and transition services. "The guess would be sometime between March and May of next year," the same staff member said when describing the CSIP timeline.
The court recorded affirmative responses from members present and authorized staff to proceed with signing the contract extension. The approval, as described at the meeting, does not create new program funds; staff stated the money being extended is already budgeted in FY23 and the extension would only change the allowable spending window.
County staff said they will follow the state's process to finalize the extension and complete required closeout steps once new funding becomes available.
