Rowan County Fiscal Court approves budget amendments, park purchase and road contracts

At its Nov. 19 meeting, the Rowan County Fiscal Court approved multiple budget amendments, authorized payments to the county industrial authority and road contractors, and approved personnel hires; the court also voted to enter a closed session on litigation and personnel.
The Rowan County Fiscal Court on Nov. 19 approved a series of budget amendments and payment authorizations tied to road projects, a park acquisition and routine county operations.
The court authorized the county treasurer to pay $813,778.47 to the Rowan County Industrial Development Authority tied to a recently sold property, and approved payments to Hinkle Contracting for county blacktop work ($226,207, plus a separate authorization not to exceed $400,000 for ongoing paving). The court also authorized payment of $50,000 plus closing costs to Canada Coal LLC for property intended for the new county park and approved a $4,000 contribution to Downtown Morehead for the annual hometown holiday celebration at the request of DMI president Robin Myers.
Judge Executive said the board also adopted budget amendments to recognize unbudgeted receipts: one order recorded $1,265,394.69 in general, road, jail, opioid and county-clerk-related receipts, and the court opened a first reading for an amendment recognizing $1,037,872.53 in additional receipts with a second reading set for Dec. 17. The court approved a sheriff’s budget amendment totaling $75,200 to cover part-time salary, deputy salary and training/fringe and raised the salary cap for sheriff deputies from $822,000 to $897,000 to accommodate staffing funded in part from ABC and opioid-settlement funds.
The court also approved personnel actions: hiring Shane Michael Kuderman as a part-time paramedic and Cody Hutchinson as a part-time EMT, both pending pre-employment screening, and accepted the public-officials bond for County Treasurer Michelle Jessie beginning Oct. 16, 2024.
Several smaller operational payments were approved, including $4,880 to Century Fire Protection to relocate a sprinkler system and $9,649 to Overhead Door Company for a new garage door at the road department. The court approved routine claims and interfund transfers as presented by the county treasurer.
Before adjourning to closed session under KRS 61.81(C) (proposed or pending litigation) and KRS 61.81(F) (personnel), the Judge Executive reminded the public that no action would be taken while in closed session and that any subsequent actions would be recorded in the minutes.
What’s next: The second reading on the budget amendment recognizing $1,037,872.53 in receipts is scheduled for Dec. 17, 2024, and the court will record any decisions reached after the closed session in subsequent minutes.
