Rowan County Fiscal Court voted Dec. 17 to amend its fiscal 2024 budget, approve targeted opioid-settlement funding, confirm a board appointment and hire two part-time emergency medical technicians.
The court adopted an ordinance amending the annual budget to recognize $1,037,872.53 in previously unbudgeted receipts in the county’s general road state grant funds and approved the amendment by motion and voice vote. County officials said the funds are not “new money” but reflect pass-through receipts and a property sale that must be recorded in the current budget.
The court also approved a $10,000 allocation from its opioid-settlement funds to Round Recovery of Rowan County. Judge (name not provided in the transcript) read the Round Recovery application, saying the funds will be used for client transportation, rent, hygiene items and work attire for participants completing the recovery program. The motion to approve the $10,000 award passed on a roll-call vote with affirmative responses recorded by members in attendance.
In personnel and appointment actions, the court appointed Russ Ward to the MMRC board for a four-year term beginning Dec. 17, 2024, and approved two part-time EMT hires: JC Blair and Darryl W. Boggs, each pending pre-employment screening under administrative code. Those motions were seconded and approved by roll call or voice vote as recorded in the minutes.
