Rowan County appoints Michelle Jesse as county treasurer; approves multiple personnel actions and surplus property listings

Rowan County’s fiscal court voted Oct. 15 to appoint Michelle Jesse as county treasurer effective Oct. 16, 2024, and set the treasurer’s salary at $51,000 per year. The court also reappointed Dylan Lambert as assistant backup clerk and authorized several personnel motions including hiring Chadwick Canning as a full-time EMT (pending screening) and reclassifying Peter Shieler from part-time to full-time EMT.
Judge Clark noted the outgoing treasurer, Lauren, would finish her last day Oct. 15 and Michelle would be sworn in the next day. "Lauren will finish out today as county treasurer ... and we'll swear Michelle in and Michelle will take over as county treasurer effective tomorrow," he said.
On surplus property, the court approved declaring multiple items surplus, including a Quonset hut, several older Chevy trucks, a John Deere backhoe, a low-boy trailer, a tire changer, a 1997 Navstar International bus, and certain timber/logs; the court said surplus items would be listed on GovDeals or selectively milled.
The court also approved payment processes for election officers and claims across multiple funds and accepted quarterly and monthly financial statements presented by the treasurer.
What happens next: Michelle Jesse will assume full treasurer duties Oct. 16; human resources and department heads will process the approved hires and surplus listings per county policy.
