Rowan County fiscal court commits $1.49 million in ARPA funds for new senior center; adopts budget amendments and sheriff funding changes

Rowan County’s fiscal court on Oct. 15 approved several major fiscal moves, including a $1,491,797.50 commitment of American Rescue Plan Act funds to construct a new senior center under contract with the Gateway AD District and adoption of a $580,815.10 budget amendment.
Judge Harry T. Clark told the court the county will enter a lease agreement with Gateway AD District for the senior center facility at $500 per month and use the ARPA funds for construction, an action county staff said will deplete the county’s remaining ARPA balance once contracts and vendor payments are executed. "We are going to enter into a contractual lease agreement with Gateway AD District ... and commit $1,491,797.50 of the American Rescue Plan Act funds for construction," Clark said.
The court also adopted a budget amendment for $580,815.10, described by officials as reallocations of funds already spent or encumbered rather than newly found revenue. After discussion the court approved the amendment by roll call.
On public safety spending, Sheriff Matt Sparks presented his department’s budget and the court approved increasing the sheriff’s bond and adopting the sheriff’s calendar-year budget as presented. The court voted to increase the sheriff’s bond from $100,000 to $9,120,000 effective Oct. 1, 2024, for property tax collection administration, and approved a maximum deputies/assistants payroll line of approximately $889,900 for calendar 2025 (a roughly $68,000 increase) with funding transfers identified from opioid and ABC accounts to support an additional deputy.
Officials also authorized a sheriff’s office budget amendment to provide about $13,000 quarterly from the ABC fund to hire an additional deputy. "This budget amendment is generated for the purpose of the $13,000 quarterly to the sheriff’s office from the ABC fund in order for them to be able to hire another deputy," the judge said.
What happens next: the Gateway AD District contract and construction procurements will follow standard contracting processes; the ARPA commitment will be executed through vendor contracts and the county treasurer’s office will remit payments per approved accounts.
