Montgomery County Fiscal Court approves 2025 fee-office budgets, board appointments and ARPA addendum

Montgomery County Fiscal Court met in December 2024 and approved a set of administrative budgets, board appointments and ARPA allocations affecting county operations in 2025. The court approved the county clerk’s 2025 fee-office budget and set the clerk’s maximum deputies/assistants spending at $700,250. It also approved the sheriff’s 2025 fee-office budget and a deputies/assistants cap of $1,104,000.
The body authorized the sheriff’s 2025 state advancement application — a state-provided monthly advance that must be repaid — and approved a requested December salary support payment for the sheriff of $53,958.33 to be paid in January 2025 so the office closes its books at year-end with a zero balance. The court also approved county bonds for 2025 and carried several 2024 budget amendments for the sheriff and county clerk.
The court adopted a resolution that prohibits an authorized medical-cannabis cardholder from using medical cannabis while employed by Montgomery County Fiscal Court, citing KRS 218.040. The resolution passed on a motion by Shane Parker with a second from Daniel Carmichael and carried on a voice vote.
An addendum to ARPA funding was approved to authorize an additional $55,623.13 for capital improvements, maintenance and repairs to county-owned buildings. Treasurer Mary Wilson later noted the county must obligate remaining ARPA funds by a December deadline to avoid returning federal grant dollars to the U.S. Treasury.
Several board appointments were approved: Victoria Ormes was reappointed to the Montgomery County Extension Board for a three-year term (expiring 12/31/2027); Miller Anderson and Brian Bailey were appointed to seats on the Montgomery County Solid Waste Board; Rebecca Morton was appointed to the Montgomery County Industrial Authority/MCTC board; and Shannon White was approved to continue serving on the Reed Village Water District board. Motions for these reappointments were moved and seconded and carried by voice vote.
On procurement, the court opened four bids to replace the courthouse roof at 1 Court Street but noted a large variance between bids and differing scopes (sheeting replacement, waste allowance and safety work). After discussion the court tabled the award and scheduled a special meeting at 5 p.m. Thursday to review bids and vote.
