Coweta County commissioners approve ARPA obligations, contracts and licenses; set public hearing on meeting rules

Coweta County commissioners voted unanimously at their regular meeting to obligate remaining American Rescue Plan Act funds for ongoing county programs, approve a series of contracts and appointments and grant a distilled-spirits consumption license for a local restaurant.
The board approved staff recommendations to obligate ARPA funds through Dec. 31, 2026, for two already-obligated uses: salaries, benefits, supplies and contracted services for the Coweta Cares program, and payment of third-party vendor fees for an online traffic-violation settlement system. Staff said roughly "a little over $5,000,000" of ARPA-designated funds remain and that remaining funds are planned for a new fire station; staff intends to present a bid award in mid-December.
Commissioners also authorized execution of three court-reporting agreements (Linda Mullenix, Kim Smith and Janine Womble) after the retiring firm terminated its contract effective Dec. 31, 2024; approved a revised construction agreement with CSX for phase 1 of the Madras Connector that adds a clause requiring CSX reimburse the county 5% of bridge construction costs; and approved a service agreement with Siemens to upgrade the county’s HVAC building automation software at a budgeted cost of $19,962.
Other approved actions included a proclamation designating Wreaths Across America Day (event scheduled Dec. 14 at 10:00 a.m. in Newnan), assistance to the city of Palmetto with a message board, appointment of Justin Halford to the Board of Elections (term begins in January), reappointment of Lee Moody to the Airport Authority, and a budget amendment to replace two jail servers after a hardware failure (low bid $69,500).
During the meeting the board set a public hearing date of Jan. 23, 2025 — amended from Jan. 9 — to consider rules governing commission meetings so a commissioner unavailable earlier could participate.
Motions on all items recorded in the public portion of the meeting carried by voice vote with the chair calling "Aye" and the meeting record indicating unanimous approval.
