Commission approves small grants, rescinds one opioid allocation and signs EDA letter

At its July 31 meeting, the Harrison County Commission approved a set of routine administrative items and several local funding requests.
Special funding: Commissioners approved $4,000 for Stars and Strides Therapeutic Equine Center to provide no-cost therapeutic riding to families in need (each lesson cited at $50; eight lessons per child). The commission also approved $1,500 for the Clarksburg History Museum's John W. Davis centennial event on Aug. 11 after the museum's representative, Pete, described the event and asked for county support.
Administrative and grant actions: The commission approved a letter to the U.S. Economic Development Administration supporting a request to change an EDA grant recipient from the Harrison County Commission to the Harrison County Economic Development Corporation; county staff said the EDC would assume full construction and financial responsibility upon EDA approval. The commission also voted to rescind money previously allocated to United Way from opioid funds for social workers so United Way can reapply through the county's opioid-committee process.
Other routine approvals: The consent agenda, payroll change notices and vendor requisitions were approved, with one vendor payment (a $35 request to the county clerk for election data) removed from the vendor list for separate handling. The commission accepted a copy of a will in an estate matter and approved property-tax exoneration for 2023 on a church-owned facility following a letter from Assessor Joseph R. "Rocky" Romano referencing West Virginia Code 11-3-27.
The meeting adjourned after the day's business; commissioners noted that any EDA changes or future bond/financing actions tied to the Charles Pointe resolution will require additional approvals and public hearings.
