Commission approves property remediation, easement, deed releases and travel; courthouse power outage noted

During routine business Dec. 11, the Harrison County Commission approved several administrative and property-related items and received an operations update.

Remediation agreements: Commissioners approved access and remediation letter agreements authorizing demolition of structures on two private properties; planning staff corrected an address and identified Megan Wilson (Vine Street) and Robert Quirk (Chobron Road) as the owners involved. Commissioners discussed the county's tally of demolitions this fiscal year before approving the motion by voice vote.

Temporary easement: The commission approved a temporary easement agreement between Harrison County Commission and Hogue Gas to allow utility work near the rail-trail corridor; staff said prior crossing agreements had been executed with Dominion in other locations and emphasized remediation requirements in the agreement.

Release of deeds of trust: Staff described difficulties locating program documentation for two decades-old deeds of trust on an Orfa Webster property and recommended the county release or waive the instruments while requiring the seller/heirs to provide a bank-prepared release for recording; the commission voted to release the deeds contingent on the owner providing the recorded release document.

Travel and operations: The commission approved a travel request for Peggy Bailey from OEM to attend a 2025 planning summit at Stonewall Resort in January. Staff also reported a courthouse power outage that morning; power was restored and staff will meet with judges after the meeting to address any lingering issues.
